Ukraine is seeking to establish a ceasefire regarding grain with Russia. The Ukrainian Prime Minister's Office Minister for European Integration and Euro-Atlantic Affairs, Vasyl Chentsov, stated at a live event in Brussels: "This is a good time to sit down and talk and find a solution."
Ceasefire Proposal
In response to a question about the possibility of a ceasefire regarding grain, Chentsov said: "Why not? We need to start somewhere, and step by step we can discuss broader issues." This proposal includes an agreement in which both countries would cease military attacks on vessels carrying agricultural cargo, ports, and grain storage facilities in the Black Sea.
Consequences of Russian Attacks
Since its full-scale invasion of Ukraine in 2022, Russia has conducted attacks on port infrastructure and anchored vessels in Ukrainian Black Sea ports, leading to a halt in Ukraine's grain exports. Chentsov said: "They are trying to blockade our grain exports in the Black Sea, but we are doing the same." He also stated: "This is the time for Russia to understand that the situation may worsen, and the Russian people will increasingly see the consequences of this war for themselves."
Status of Grain Exports
The rising tensions in the Black Sea during the summer led to reciprocal attacks by Russia and Ukraine on each other's vessels and ports, disrupting vital grain exports. This situation raised concerns that the conflicts could drive up global food prices. Additionally, in July, the number of casualties in the Black Sea exceeded the total maritime casualties prior to that month.
Before the full-scale invasion by Russia, Ukraine accounted for 15% of corn exports, 10% of wheat, 15-20% of barley, and 50% of the world's sunflower oil. As Ukraine enters the harvest season, Russian attacks have halved grain exports compared to last year and increased global food prices.
There are concerns that by October, Ukraine may face a storage shortage, which could lead to the spoilage of over 9 million tons of grain, and farmers will lack the necessary funds to plant next year's crops.
