Alan Milburn Rejects Tax Cuts for Youth Employment

Alan Milburn, the youth employment advisor in the UK, announced that John Healey, the country's Chancellor, does not have the necessary financial resources to eliminate National Insurance contributions for young people. Milburn criticized the request from members of the Parliamentary Work and Pensions Committee for a reduction in employer contributions for individuals under 25 at the Labour Party conference in Liverpool.

Financial Costs of the Tax Reduction Plan

Milburn noted at this meeting that the plan would cost £5.1 billion and added: "If someone has £5.1 billion, that person is not John Healey, so we have a problem." He also pointed out that this action "would not be an effective use of public resources" and mentioned additional costs.

Concerning Reports About Youth

Milburn, who published a report in May warning that the number of young people not in work or education could reach 1.25 million by the early 2030s, is currently drafting proposals for ministers to address this crisis. He said: "In the next six months, this plan will appear more like a charter for change."

The former health minister, who was the chair of the Social Mobility Commission from 2012 to 2017, also warned that young people from working-class families today face more barriers to accessing opportunities. He spoke about his journey from living in a deprived neighborhood to sitting at the cabinet table, concluding with a "relatively disappointing" realization that such opportunities seem less available today than before.

Milburn emphasized: "This is one of the reasons we must tackle this challenge. Life should not depend on chance; it should depend on opportunities."
