China has implemented new travel regulations for its citizens starting Tuesday, which includes a ban on exit for individuals who have compromised the industrial or technological security of the country.

The new regulations, which were approved in July, apply to individuals accused of violating technology import and export regulations, particularly in the field of artificial intelligence. The State Council of Beijing stated that these regulations are designed to "protect national sovereignty, security, and development interests."
Exit Ban and Its Consequences
These regulations apply not only to individuals within China but also to Chinese citizens accused of committing crimes abroad. In such cases, citizens may be banned from exiting for a period ranging from six months to three years from the date of their return to China. These restrictions are being implemented as China and the United States are engaged in a technological arms race, with both countries accusing each other of stealing local artificial intelligence models.
Analysts warn that the full scope of these regulations will only become clear when they are enforced, as security and criminal activities can be vaguely defined and easily changeable.
Impact on Foreign and Taiwanese Citizens
According to the new regulations, foreign nationals may also be banned from entering China for up to five years if they provide false information in their visa applications. Foreign governments have repeatedly reported cases where their citizens were denied exit from China due to security-related investigations. In this context, the case of Min Jin, an American citizen who was wrongfully detained in Yunnan province, serves as a reminder that the number of individuals who may be banned from exiting could be quite large and potentially arbitrary.
These new regulations may have a particular impact on Taiwanese citizens working in the technology sector who travel between Taiwan and China. Officials in Taipei have warned their citizens to exercise caution when traveling to China, as China considers individuals coming from Taiwan as Chinese citizens. Beijing has dismissed any concerns in this regard, claiming that these regulations provide better legal protections for Taiwanese individuals.
These travel restrictions send a message that China will take measures to prevent "leaks concerning security or national interests."
