China has inaugurated a new military training and logistics center in Laos, a move that deepens Beijing's security presence in mainland Southeast Asia and potentially provides the Chinese Air Force with its first dedicated base abroad.
Expansion of China's Military Cooperation in the Region
The opening of this base adds to China's relatively small network of foreign military facilities. Beijing established its first foreign military base in Djibouti, located in the Horn of Africa, in 2017. Additionally, the development that China undertook at the Ream naval base in Cambodia was officially inaugurated last year, granting Chinese forces access to a facility strategically located near the South China Sea.

Laos and Cambodia are recognized as China's closest political partners in Southeast Asia, and military cooperation with both countries has significantly increased in recent years. The Chinese Ministry of Defense stated in a public announcement that "these two entities... are not targeting any third party and aim to help deepen practical cooperation between the two militaries and assist in maintaining peace and stability in the region."
Strategic Implications for Vietnam
The new facility in Laos could make China's military presence in the country more permanent and also add another dimension to the strategic competition between Beijing and Washington in Southeast Asia. The United States still enjoys broader and more extensive military access across the Indo-Pacific, particularly through alliances with the Philippines, Japan, and Australia.
Vietnam, which has historically viewed Laos and Cambodia as a strategic buffer, now faces the prospect of strategic encirclement by China. This new base in Laos will certainly complicate Vietnam's defense planning. However, geography imposes clear limitations on the military value of this base.
Analysts believe that China may gradually expand its presence at this base, but its practical value for the Chinese military in Southeast Asia is limited. Given that Laos is a landlocked country, this base does not provide significant operational advantages for the Chinese military.
