Germany has published a plan to compete in the global arena of artificial intelligence (AI), aiming to transform the country into an "independent nation in the field of artificial intelligence" by 2030. According to a report prepared by the government’s AI working group, Germany intends to reduce its gap with leading centers in this industry in the United States and China.

Emphasis on International Cooperation

The report states that the "next 12 to 18 months" will be a decisive time for determining the path of progress. Germany is also seeking to secure access to top global models and strengthen European options, particularly through extensive cooperation with France and Canada.

Experts in this report have emphasized that "we will leverage cooperation with like-minded partners in the European Union and around the world (especially France and Canada) to support the German AI ecosystem and ensure independent access." Additionally, intra-European collaborations, such as cooperation with the French AI company Mistral, have been proposed as a key solution.

Development of Industrial AI in Germany

Meanwhile, this plan calls for "artificial intelligence produced in Germany" to be distinguished by focusing on industrial AI and "highly specialized models." "The main focus here is on developing innovative production systems to enhance productivity through the use of artificial intelligence," it states.

The German government will also act as a "strategic customer" and will assist European AI suppliers in entering the market through public contracts and pilot projects. This plan comes at a time when Germany is striving to advance in the field of artificial intelligence and achieve greater strategic independence.

However, many details of this plan, including funding, are still unclear. The report explicitly states that "these measures are neither funding decisions nor predictive of future budgeting processes."

The German government established the AI working group in June to create better synergy in AI initiatives across various ministries. This plan includes 18 measures that encompass programs for "strategically expanding AI computing infrastructure and connecting it as a European ecosystem" and "strengthening the semiconductor value chain."

By 2030, the government aims for at least 80% of large companies and 55% of small and medium-sized enterprises to utilize artificial intelligence. Berlin also aims for 90% of federal entities to have at least one operational AI program. AI agents are expected to prepare administrative processes "from start to finish" and, where legally permissible, to fully automate them.

The government is also working on increasing the capacity of the national AI data center by 300% compared to 2025.
