Germany's Ministry of Transport has announced the goals and plans for renovating the country's aging railway system with a five-year plan called 'Infraplan'. This 160-page plan is designed as a roadmap for improving railway infrastructure in Germany from 2026 to 2030.
Details of the Renovation Plan
Ulrich Lange, Deputy Minister of Transport, emphasized at the unveiling ceremony that this program will serve as a compass and central guide for the government. He stated, "We are defining the direction, setting priorities, and will monitor the progress of the plan's implementation." This plan was handed over to Philipp Nagel, head of the infrastructure department at Deutsche Bahn.

This program includes repairs, digitalization, and electrification of railway lines, reconstruction of stations, noise control, as well as the development and construction of new lines. The 'Infraplan' also introduces a performance indicator system that enables a transparent assessment of railway infrastructure progress.
Goals and Challenges
The plan sets eight indicators with mandatory goals, including the number of kilometers of new railway lines that are put into operation each year, the number of kilometers electrified, and the minutes of delay caused by infrastructure failures. One of the key objectives of this plan is to construct 155 kilometers (96 miles) of new railway line by 2030.
However, the plan does not mention financing for railway renovations, which currently relies on government budgets. The Ministry of Transport is working on legislation to create a railway fund that ensures multi-year financing.
As an example of the problems faced by train passengers, nearly every long-distance train route experienced delays last September. This highlights the urgent need for serious actions in renovating railway infrastructure.
The German government hopes that by presenting this plan, it can reassure train passengers who have long faced issues with the railway system and take effective steps to improve public transportation conditions.
