Gharibabadi stated in an interview with the RIA Novosti news agency: "It is not Iran that should be flexible; we are not the ones who violated the Islamabad agreement; the agreement and commitments made by the other party have been violated. Naturally, they must take compensatory actions to rectify the situation and return to their commitments."

Violation of Commitments and Its Consequences

Washington attempted to divert ships through alternative routes shortly after the implementation of the Islamabad memorandum, which stipulated that the Strait of Hormuz would be reopened according to Iranian arrangements in exchange for the fulfillment of the other party's commitments, including the lifting of sanctions and the illegal maritime blockade of Iranian ports. This was met with a decisive response from the Iranian armed forces. This violation of commitments by Washington led to another wave of conflicts between the two sides and the renewed closure of the Strait of Hormuz. Tehran has emphasized that the reopening of the strait is contingent upon the realization of Iran's demands to end the war.

Missed Opportunities

The Islamabad memorandum provided a 60-day opportunity after its implementation for the two sides to negotiate broader issues, including Iran's nuclear program, which has been lost due to the halt in its implementation in recent months. Message exchanges through Pakistani and Qatari mediators have continued.

The Iranian Deputy Foreign Minister also told RIA Novosti that Iran is grateful to Vladimir Putin, the President of Russia, for his readiness to help resolve the dispute between Tehran and Washington. Gharibabadi's remarks come after Dmitry Peskov, the spokesperson for the Russian presidency, stated that Putin conveyed Iran's views on a potential resolution of this dispute to Donald Trump, the President of the United States, in coordination with Masoud Pezeshkian, the President of Iran.

Gharibabadi said: "Russia has always clearly stated its position, which is that this conflict, instigated by the United States, must end, and this aggression must stop. Moscow has also consistently expressed its readiness to work towards peace. We are grateful that the President of Russia, given the vast capacity of this country, has declared his readiness to assist in this regard."
