Malian military forces, supported by Russian paramilitary forces, have once again entered the strategic city of Kidal in northern Mali and forced the Tuareg separatists to withdraw from the area. This action is seen as a symbolic victory for the Malian military government and its Russian allies.

Controlled withdrawal of separatists

The Azawad Liberation Front (FLA), representing the Tuareg separatists, announced in a statement that it has made the "decision to carry out a strategic and controlled withdrawal of its forces from the city of Kidal." This withdrawal has occurred without direct conflict.

Inappropriate use of air power

According to an FLA spokesperson, this action was taken after the "disproportionate use of air assets by Russian mercenaries from the Africa group." The separatists and al-Qaeda-affiliated groups had previously captured Kidal in April of this year following a series of attacks that also resulted in the death of Mali's defense minister.

The Tuareg separatists of the Azawad Liberation Front have been fighting for years to establish an independent country in northern Mali. The Malian military government, which came to power after two coups in 2020 and 2021, has increasingly relied on Russian mercenaries to combat fighters affiliated with al-Qaeda and ISIS.

Symbolic victory for the military government

Analysts believe that this recent advancement is primarily a symbolic victory for the Malian military government. Beverly Oching, senior director of Control Risks, stated: "The successful reclamation... affirms the authority of the military government and boosts the morale of the army, especially after several notable defeats in the northern and central regions in recent weeks." However, Oching added that the retaking of Kidal is more "symbolic" and not "decisive" in Mali's fight against jihadist and separatist groups.

Human rights organizations have repeatedly accused the Malian military forces and Russian mercenaries of killing civilians during military operations, and all parties have also been accused of committing war crimes.
