Mohammad Baqer Qalibaf, the Speaker of the Islamic Consultative Assembly, answered the question tonight (October 14) in a live television program about under what conditions the enemy would refrain from waging war against Iran and sustainable deterrence would be established.
Congratulations to Students and Nurses
Qalibaf initially congratulated students, pupils, and nurses, stating that nurses served bravely during the imposed wars and were self-sacrificing on the battlefield. He also referred to the birth of Hazrat Zainab (peace be upon her) and congratulated this day to the nurses.

Conditions for Sustainable Deterrence
Qalibaf continued to answer the question of whether negotiations with the Americans would prevent them from attacking Iran. He firmly stated that these documents and agreements cannot establish the necessary deterrence and that America's enmity towards Iran is very deep.
According to him, America's hostility cannot be resolved merely through negotiation, and sustainable deterrence must be established simultaneously with war and negotiation. This deterrence is achieved when Iran becomes strong enough that no one dares to attack it.
The Necessity of Strengthening and Disheartening the Enemy
Qalibaf emphasized that strengthening is not only from a military perspective, and factors such as national cohesion and economic power must also be considered. He referred to the experience of the eight-year Sacred Defense and stated that this war created deterrence for several decades.
He also stressed the need to be present in the battlefield with sufficient power and capability and to turn every military victory into a political victory. Iran's goal from these actions is to preserve interests and strengthen elements of power.
The Equation of War, Negotiation, and Deterrence
In conclusion, Qalibaf stated that a new equation of war, negotiation, and deterrence must be created, and through this equation, Iran must achieve sustainable deterrence. He emphasized that to realize this goal, there is a need to strengthen and dishearten the enemy.
