Need to update NATO's military infrastructure
Matthew Whitaker, the US envoy to NATO, announced at the Warsaw Security Conference that NATO must update its military infrastructure to transfer troops and equipment from Western to Eastern Europe. He made these remarks while Washington is reviewing its military presence on the European continent, noting that Europe ranks fourth in America's strategic priorities.
Emphasis on military mobility and the need for increased defense spending
Whitaker stressed the need for military mobility and the transfer of equipment from West to East, referring to his discussions with Andrius Kubilius, the European Union's Defense Commissioner. He also pointed to the inefficiencies of military bases, fuel supply chains, and agreements regarding the deployment of US forces in Europe that require attention.

Whitaker criticized countries that do not meet their defense spending commitments. He recently sent a strong message to the political leaders of the Czech Republic, a country whose defense spending for this year is about 1.8% of GDP, which is below the NATO benchmark of 2%. He also emphasized the need to strengthen European armed forces and warned that the continent still lacks many of the capabilities it needs to defend itself.
Potential dangers from Russia
Kubilius also emphasized the need to reduce Europe's military dependence on Washington and referred to the EU's efforts to develop its defenses, including in the areas of drones and satellite communications. Martin Przylacz, an advisor to the President of Poland, also stressed the need to accelerate defense spending in Western European countries and noted that NATO should take responsibility for the collective defense of Europe.
These statements come as European officials warn of the possibility of a Russian attack on one of the NATO countries by the end of this decade. Whitaker stated that the United States does not intend to retreat from its global commitments and called for NATO countries to focus on "capability-building" instead of "dependence."
