The European Union (EU) and the Philippines have reached a political agreement on a trade agreement. This news was announced by Ursula von der Leyen, President of the European Commission, following a phone call with Ferdinand Marcos Jr., President of the Philippines.

Background of Trade Negotiations

This agreement comes three years after von der Leyen initiated the revival of trade negotiations during her visit to the Philippines. This agreement represents another step in the EU's strategy to expand its trade relations, particularly in response to the tariff policies of the previous U.S. administration and dependence on China.

Von der Leyen wrote on social media from New York, where she is attending the UN General Assembly as Europe's representative, "We have just agreed on a free trade agreement [between the EU and the Philippines]!".

Details of the Agreement and Next Steps

However, in a summary released from the phone call, the European Commission stated that the EU and the Philippines are "close to completing negotiations on the trade agreement." This means that further negotiations will be necessary to finalize the details of this agreement.

In a separate statement, Maros Sefcovic, EU Trade Commissioner, and Maria Christina Alaguerr-Roque, Philippine Secretary of Trade and Industry, announced that they have reached a "principled agreement" that moves this agreement towards "official finalization in the coming months."

On Monday, Sefcovic canceled a planned trip to Manila and instead held a video conversation with Alaguerr-Roque, which the Commission described as "very targeted and constructive."

Challenges and Obstacles Ahead

Most chapters of the negotiations had been completed before the announcement on Tuesday morning, but discussions on public procurement are still ongoing. The final stage of these negotiations faces challenges, particularly with the EU's proposal to limit access to contracts in certain industries with "made in the EU" requirements under the Industrial Acceleration Act.

The trade agreement between the EU and the Philippines could have positive impacts on trade and investment in the region and help expand economic relations between the two parties. This agreement could also serve as a model for other countries in Asia to enhance trade cooperation with the EU.
