The French government decided not to renew at least five energy poverty programs and to assist in renovations. These programs, which cost around 100 million euros in 2026, were halted due to the government's shift towards financing electrification.

Stopped Programs

The stopped programs include Actee, Toits d’abord (by the Housing Foundation), Territoires zéro exclusion énergétique, as well as Tims and Slime, both implemented by the Cler network. These programs helped groups that are typically deprived of classic renovation and relocation support. They were set to end at the end of this year and were seeking renewal.

Impact on Vulnerable Groups

The target groups of these programs included very poor households and municipalities. However, following an inter-ministerial meeting on September 24, the government decided not to renew these programs. Hélène Denis, a representative of the Housing Foundation, pointed out the lack of information in this regard, stating: "The administration has announced that no funding will be provided for actions that are not directly included in the electrification program."

Marc Jedliczka from the Cler network also mentioned the discrimination in informing vulnerable groups, saying: "People who lack information will never have access to these services without support."

Changes in Government Policies

In recent months, the government has converted energy savings certificates into electrification certificates and is currently financing policies that were previously funded by the government budget. For this reason, previous programs are being selectively removed. The eliminated programs expressed regret over their lack of understanding in the context of the energy crisis and emphasized that they also contribute to electrification.

Chantal Mainguené, the director of STOP, pointed to the removal of vulnerable groups, stating: "These individuals will once again be forgotten."
