The United Nations General Assembly is being held from September 22 to 28, 2026, in New York, where leaders from different countries discuss and exchange views on global issues. Emmanuel Macron, the President of France, in his latest speech at this assembly, referred to the necessity of developing artificial intelligence (AI) capabilities by countries and stated that dependency on the United States and China should be avoided.
Development of Artificial Intelligence and Cooperation Among Independent Countries
Macron stated that France has a competitive border model and suggested that like-minded countries such as India, Brazil, Singapore, and African and Gulf states should pool their financial resources and data processing capacities. He said, "I do not want anyone to be dependent on one of the great powers. Instead, we should work together to build an open-source and advanced border model."

Macron also stressed the importance of joint investment to create an advanced AI model and continued, "We should not be dependent on anyone else." This speech came at a time when Macron seems to be nearing the end of his presidency, with presidential elections approaching next year.
The Palestine Issue and the Situation in Gaza
In part of his speech, Macron referred to his previous visit to this assembly, during which more than a dozen countries, including France, announced plans to recognize the Palestinian state. He pointed to the conditions in Gaza and said, "But what value does our credibility have if we remain inactive in the face of this situation? Some claim that peace has been established, but this situation has not opened humanitarian aid. These scenes are shameful, and they bring shame upon all of us!"
Macron emphasized that respect for the legitimate rights of the Palestinian people is a prerequisite for security not only for Palestinians but also for Israel. He added, "All those who claim that Israel's security requires violating the sovereignty of all neighboring countries are making a grave mistake."
Macron also stated that France and its allies will continue their firm support for Kyiv and proposed a "dual suspension," in which Ukraine and Russia must commit to halting attacks on energy infrastructure and grain shipments in the Black Sea.
Small and large governments must continue multilateral cooperation to prevent competition from turning into conflict. The President of Finland, Alexander Stubb, stated at this assembly that the world is faced with a choice between cooperation and conflict, adding, "Competition will always exist, but we must ensure that this competition does not turn into conflict."
Macron and Stubb emphasized the importance of international cooperation at this assembly and called for the preservation of the principles on which cooperation is based. This assembly was seen as an opportunity to create dialogue and exchange views on global challenges and strengthen cooperation.
