The U.S. House of Representatives on Wednesday passed a bill that paves the way for new harsh sanctions against Russia. These sanctions particularly target financial institutions and the energy industry that have significantly aided the attack on Ukraine.
Details of the Sanctions Bill
This bill, which is now awaiting the signature of President Donald Trump, has been praised for its tougher measures against Russia. Volodymyr Zelensky, the President of Ukraine, described it as a "very powerful tool." However, Democratic leaders have expressed serious concerns about the broad powers granted to Trump.

New Powers for Trump
This bill allows Trump to impose tariffs of up to 100 percent on countries purchasing crude oil or natural gas from Russia. According to the Center for Energy and Clean Air Research, the three largest buyers of Russian oil and gas in August were China, India, and Turkey. Deborah Elms, head of trade policy at the Heinrich Foundation, says that Trump's willingness to use any means possible to impose tariffs has heightened Democrats' concerns.
Hakeem Jeffries, the House Minority Leader, was an opponent of this bill and expressed concern about granting new tariff powers to Trump. He asked Congress during the voting session, "Why should this Congress give this President unlimited powers to impose tariffs that will negatively impact the American people?"
Economic Impacts and Concerns
After the passage of this bill, Jeffries stated that Trump "cannot be trusted with new powers to impose tariffs that will increase costs for American families." According to estimates from the Yale Institute, household costs from tariffs are currently around $1,110 per year.
Democratic groups have also expressed concerns about the impacts of this bill on American families. Gregory Meeks, a Democratic representative from New York, had previously urged lawmakers to seek a solution that punishes Russia while protecting the American people from irresponsible inflationary tariffs. He pointed out after the vote that "more safeguards" should have been included in the tariff powers of this bill.
This bill also provides new sanctioning capabilities against individuals and financial institutions linked to the Russian government and prohibits exports and investments in Russia.
