Ursula von der Leyen, President of the European Commission, recently proposed at the meeting of EU leaders in Brussels that European leaders consider the establishment of strategic gas reserves at the EU level. This issue arises as concerns about gas shortages in the upcoming winter are increasing.

Gas reserve shortages in Europe

Gas reserves in Europe have reached their historically lowest levels this year. This situation has arisen due to high summer prices caused by the war in Iran and reduced market incentives to fill reserves. In this context, European countries feel they need more reserves to meet winter demands.

Proposals for strategic reserves

Although specific details of von der Leyen's proposal have not been disclosed, a senior EU official described the idea as a long-term measure to reduce future gas supply risks. He noted that member countries should consider establishing strategic reserves similar to oil reserves that are regularly used to manage crises.

Documents related to November's plans to improve the EU's gas security architecture include programs to encourage better crisis management by companies. However, these documents do not explicitly endorse strategic reserves that governments must fill to a certain level. Meanwhile, European countries, which typically rely on filling reserves through commercial companies, have had to change course this year.

Changes in energy policies

For example, the Netherlands has decided to subsidize energy purchases, with costs reaching nearly one billion euros. At the same time, Germany is considering whether it can create an independent strategic reserve for itself. These changes indicate that European countries are striving to adapt to new market conditions and meet their energy needs.

Given the current circumstances, establishing strategic gas reserves in the European Union could be proposed as an effective solution to address future energy supply challenges. This action could help member countries better prepare for market fluctuations and potential crises.
