Kubilius said: "If Russia attacks our factories in European territories, this could activate Article 5." These remarks were made after Maria Zakharova, the spokesperson for the Russian Foreign Ministry, warned on Wednesday that "arms factories in European countries producing weapons for Ukraine are potential military targets for Russia." This warning could raise further concerns about the security of arms factories.

This week, Jens Stoltenberg, NATO's Secretary General, sharply criticized Moscow after Russia sent a note to the alliance threatening to escalate nuclear tensions in response to NATO activities near its borders. An advisor to Kubilius, who remained anonymous due to speaking freely, confirmed that the Commissioner's remarks specifically relate to an airstrike or missile attack on a factory. One NATO diplomat said: "When Kubilius becomes NATO Secretary General, he may be able to claim what activates or deactivates Article 5."
