Marco Rubio, the U.S. Secretary of State, began a three-day trip to India on Monday. This trip starts from the financial center of Mumbai and then continues to Jamnagar, home to the world's largest oil refinery owned by Reliance Industries.

Trade Negotiations and Challenges

Rubio's trip aims to strengthen trade relations between the U.S. and India while trade negotiations between the two countries have stalled due to uncertainties regarding U.S. sanctions on India's purchase of Russian oil. Reliance Industries is one of the major buyers of Venezuelan oil, and the Jamnagar refinery is capable of processing 1.4 million barrels of crude oil daily, making it a valuable exporter of diesel for global markets.

This refinery is also a major buyer of Russian Urals crude oil and is considered an important part of India's energy relations with Russia. In March, Washington announced a plan to build a new refinery in Texas with Reliance's support, estimated to be worth $300 billion, introduced as a way to reduce the U.S. trade deficit with India.

The Impact of Global Developments on India-U.S. Relations

The Trump administration has repeatedly threatened to impose heavy tariffs on India over what it considers unfair trade practices in the past two years. Additionally, India's ongoing purchases of Russian oil amid the Ukraine war have added further complexities to these relations. In February 2026, Trump announced that a new trade agreement had been signed that would reduce U.S. tariffs on Indian goods, provided India reduces trade barriers and stops purchasing Russian oil.

However, the Indian government has never confirmed this claim. Despite maritime data showing that Indian refineries have temporarily changed their oil suppliers from Russia to avoid sanctions, India's deep reliance on discounted Russian crude oil remains a fundamental part of its energy strategy.

In September, Trump signed the "Russia and Iran Sanctions Act," imposing 100% tariffs on major buyers of Russian oil and gas, including India. But last week, just days before the law was set to take effect, Trump signed an executive order halting the sanctions.

Before traveling to India, Rubio attended a meeting in Uzbekistan as part of the "C5+1" diplomatic platform, which includes the U.S. and five Central Asian countries. On the sidelines of this meeting, he referred to trade negotiations with India, stating that these negotiations are taking place with consideration of sanctions exemptions.

Analysts believe that Rubio's visit to the Jamnagar refinery highlights the importance of energy in U.S.-India relations. Additionally, the Jamnagar refinery is expected to be presented as a valuable source of diesel for the U.S. While sanctions exemptions currently provide India with temporary relief, infrastructural threats remain, and Washington retains the option to impose punitive tariffs.
