Frontex, the European Union's border agency, has unexpectedly suspended its support program for returning migrants due to the depletion of this year's budget. The decision was made on October 2, and staff were informed that costs had reached a level that no longer guarantees full financial coverage.

Details of the Migrant Support Program

The program, which has been active since 2022, includes financial assistance, health services, vocational training, and counseling for individuals returning to their home countries after their asylum applications were rejected. This support is part of the EU's initiatives to increase the return of unsuccessful asylum seekers.

The suspension of this program comes as the European Union seeks to increase deportations from the bloc, which is considered a key pillar of the EU's immigration policy. This action coincides with the approval of new laws this month and comes a few weeks before the European Commission is expected to present proposals to expand the border agency's mandate.

Need for Additional Funding

Frontex cannot restart the program without additional funding. The agency has requested more budget from the Commission but is awaiting clarity on the EU budget for 2027 and the next seven-year budget starting in 2028.

According to Chris Borowski, a spokesperson for Frontex, "There is no discussion about Europe's ambitious return policies without considering the necessary resources for their implementation." He emphasized that individuals already accepted into the program will not be affected, and Frontex will continue to provide other forms of support to EU countries.

The agency attracted more migrants in September, averaging 2,368 new cases per month, compared to forecasts. According to an email sent to staff, the number of cases in September increased by 63 percent compared to Frontex's target.

Future Challenges and Impact on Immigration Policy

The suspension of this program raises questions about the future of the EU's immigration approach. Lukas Griess, head of the Global Office of the International Organization for Migration in Brussels, stated, "Supporting reintegration is a key element for the success of the EU's return strategy." Forced returns are costly and come with greater risks of human rights violations, while reintegration support aids voluntary returns.

Providing sufficient financial resources for reintegration programs is essential for the success of the EU's return policies. According to guidance sent to staff on how to engage with migrants who have requested support, it is emphasized that they must identify the "organizational issue" so that returnees do not feel personally targeted.
