The European Union has recently offered Canada "associate membership," but a similar offer is not expected to be made to Britain. This announcement was made during a speech by Ursula von der Leyen, President of the European Commission, at the annual EU meeting in Strasbourg.
Closer to the European Union
Von der Leyen said in her speech, "We have an ocean, a set of values, and a shared vision of the world," and invited Mark Carney, Prime Minister of Canada, to introduce his country as "the first associate member of the European Union." However, some in London are pondering whether Britain could be the second country to benefit from this type of membership.

Ten years after the vote to leave the European Union, representatives of the Labour Party led by Andy Burnham are trying to find ways to revisit the Brexit agreement. Bell Ribeiro-Addy, a Labour representative, said: "We need to get closer to the European Union, and if associate membership brings us closer to that goal, Britain should request it."
Challenges in UK-EU Relations
Diplomats from EU member countries who want closer cooperation with Britain are examining whether associate membership could be a suitable option. One diplomat said, "This is a natural question," adding that several other similar partners are also interested in this type of relationship.
However, decision-makers in Brussels have quickly dismissed the idea. One senior EU official said, "Unlike Ukraine, Moldova, Georgia, Norway, and Britain, Canada is not in Europe." According to informed sources, the British government is currently not considering this idea and is focusing on rebuilding relations under Burnham's "reset" program.
This program includes agreements to facilitate trade in agricultural products, establish youth mobility schemes, and sign an agreement for coordinating emissions trading. These agreements are expected to be approved at an EU-UK meeting to be held by the end of the year.
While it remains unclear where von der Leyen's proposal will lead, some experts believe that Britain could learn from the EU's response to Canada's approach. Stella Creasy, a Labour representative, said: "This is a bitter reminder for Britain that if we cannot rebuild our partnerships with our neighbors, others will do so."
