The European Union (EU) failed on Monday to extend one of its sanctions plans against Russia, with only one day left before these sanctions expire. Five EU diplomats announced that ambassadors from these countries would meet again on Monday for further discussions.
Sanctions and the Need for Agreement
EU ambassadors in Brussels needed to reach a unified agreement on Monday as this regime, which includes freezing the assets of around 3,000 individuals and companies, is set to expire on Tuesday. Slovakia has called for the removal of two Russian oligarchs, Alisher Usmanov and Mikhail Fridman, from the sanctions list. France, seeking to create an agreement, has proposed that only Usmanov's name be removed.
Challenges in Negotiations
Most capitals are reluctant to consider removing anyone's name from the sanctions list, especially given that Russia is unprecedentedly firing missiles at civilian targets in Ukraine. One diplomat stated, "Given the increasing hybrid threats and Russian drone attacks occurring just one kilometer from the Polish border, it is hard to believe that France truly wants this."
Another part of the negotiations concerns whether these sanctions should be extended for six months, as has been customary since 2014, or renewed for twelve months. Slovakia appears to be unwilling to support a longer term.
Given this situation, the future of the sanctions remains uncertain, and diplomats are exploring various options to prevent the expiration of these measures. These sanctions have been imposed as part of the EU's efforts to befriend Ukraine and counter Russia's activities.
