The European Union is currently facing serious challenges regarding the potential lifting of sanctions on Alisher Usmanov, a Russian billionaire. Usmanov, who is on the sanctions list due to his support for Russia's war in Ukraine, is recognized as a controversial figure. Diplomats from various countries have expressed differing opinions on this matter, with some strongly opposing this action.

Member States' Positions

A diplomat from the opposing country stated, "Everyone hates this issue" and noted that the objection of one ambassador on this matter has received support from 11 other countries. While there are about 3,000 names on the sanctions list, it is expected that this list will expire on Tuesday unless France's support for its extension is secured. However, diplomats from various countries have expressed concerns that removing a prominent billionaire from this list may set a dangerous precedent.

Usmanov's Status and Its Consequences

Usmanov, whose business empire includes sectors such as mining, telecommunications, and media, was sanctioned in 2022 due to his financial support for Russia's war. He has vehemently denied these allegations and has called for his name to be removed from the sanctions list. Diplomats are negotiating to extend the sanctions for 36 months in order to reach an agreement with countries seeking removal from the list.

France has not elaborated on the details of its action, only stating that this matter relates to a "specific national security issue." It has also been said that France is inclined to respond positively to international requests regarding Usmanov. Some reports suggest that lifting sanctions on Usmanov may be part of an agreement in which Azerbaijan will act to free French citizens who are detained.

The country of Luxembourg is also seeking the removal of Mikhail Friedman, a Ukrainian-born billionaire, from the sanctions list. He has filed a complaint against his country due to the freezing of his assets. Meanwhile, diplomatic negotiations will continue on Monday, and a final decision regarding Usmanov's status is expected to be made.
